1. L'autorité peut renoncer à l'échange d'écritures ou, après celui-ci, à toute autre mesure d'instruction, lorsque le recours paraît manifestement irrecevable, bien ou mal fondé.
2. Dans ces cas, elle rend à bref délai une décision d'irrecevabilité, d'admission ou de rejet sommairement motivée.
