1. Avant d'autoriser la récolte de signatures, le Conseil d'Etat valide les initiatives. Il constate la nullité de celles qui
a. sont contraires au droit supérieur ;
b. violent l'unité de rang, de forme ou de matière.
2. La décision du Conseil d'Etat est susceptible de recours à la Cour constitutionnelle.
