1. Das mittlere Honorar kann zur Berücksichtigung besonderer Umstände, namentlich der grundsätzlichen Bedeutung und der Schwierigkeit des Falles, der wirtschaftlichen Verhältnisse der Beteiligten, von Art und Umfang der notwendigen Bemühungen, der Vertretung mehrerer Parteien und ausserordentlicher vorprozessualer Bemühungen, um bis zu 50 Prozent unter- oder überschritten werden.
