1. Vorsorgliche Massnahmen und Vollstreckungsmassnahmen von Verwaltungsbehörden, eingeschlossen die Androhung des Vollstreckungszwangs, sind bei der in der Hauptsache zuständigen Rekursinstanz anfechtbar.
2. Für die Regierung entscheidet das zuständige Departement, für die übrigen Kollegialbehörden der Vorsitzende.
3. Entscheide über Vollstreckungsmassnahmen sind endgültig.
