1. Wettbewerbe und Studienaufträge werden im offenen oder im selektiven Verfahren ausgeschrieben, wenn der Auftragswert den massgebenden Schwellenwert nach Anhang 1 oder 2 zur IVöB erreicht.
2. Die Anzahl der Teilnehmenden kann im Verlauf des Verfahrens reduziert werden, sofern auf diese Möglichkeit in der Ausschreibung hingewiesen wurde.
