1. Der Gemeindestrassenbau obliegt der politischen Gemeinde.
2. Betroffene Nachbargemeinden werden bei der Projektierung angehört.
3. Die zuständige Gemeindebehörde kann Dritte ermächtigen, nach rechtskräftigen Plänen selbst zu bauen, wenn die Finanzierung sichergestellt ist.
