1. Der Kantonsrat erlässt den Kantonsstrassenplan.
2. Für Erlass und Änderung des Gemeindestrassenplans wird das Planverfahren nach diesem Gesetz sachgemäss durchgeführt. Er bedarf der Genehmigung der zuständigen Stelle des Kantons.
3. Die zuständige Stelle des Kantons prüft den Gemeindestrassenplan auf Rechtmässigkeit sowie auf Übereinstimmung mit der kantonalen Richtplanung und der Sachplanung des Bundes.
