1. Das Bestellverfahren für Angebote, an die der Bund keine Leistungen erbringt, richtet sich sachgemäss nach den Bestimmungen für gemeinsame Bestellungen von Bund und Kantonen. Die zuständige Dienststelle des Kantons handelt anstelle des Bundesamtes für Verkehr.
2. Liegt für die Bestellperiode noch kein Budget vor, erfolgt die Bestellung unter dem Vorbehalt der Genehmigung des Budgets durch den Kantonsrat.
