1. Der Staat kann Spitäler, Laboratorien, Gesundheits- oder Notfallzentren und medizinische Institute errichten.
2. Er kann sich daran beteiligen oder nach Massgabe des Bundesrechts Errichtung und Betrieb durch Beiträge unterstützen.
