2bis. Neben den durch Gesetz und Verordnung übertragenen Aufgaben obliegt ihm die strategische Schulentwicklung im Sinn des Staatsziels zur Bildung sowie des Erziehungs- und Bildungsauftrags nach Art. 3 dieses Gesetzes.
3. Er arbeitet zusammen mit den zuständigen Stellen des Kantons und den Schulträgern Steuerungswissen in Monitoringberichten auf. Regierung und Kantonsrat nehmen von den Berichten Kenntnis.
