1. Die Stipendienabteilung kann überdies im Einzelfall die Beitragsberechtigung für eine Ausbildung feststellen, wenn Aufnahmeverfahren, Lehrplan, Qualifikation der Lehrkräfte sowie Art des Abschlusses zweckmässig sind und eine Erst- oder Zweitausbildung wenigstens zwei Jahre oder eine Weiterbildung wenigstens sechs Monate dauert.
