1. Die Verwaltungsrekurskommission beurteilt personalrechtliche Klagen in erster, das Verwaltungsgericht in zweiter Instanz.
2. Das Anhängigmachen der personalrechtlichen Klage setzt das Schlichtungsverfahren vor der Schlichtungsstelle für Personalsachen voraus.
3. Schlichtungsverfahren und Anhängigmachen der personalrechtlichen Klage
a) hemmen bei Kündigung des Arbeitsverhältnisses den Fristenlauf nicht;
b) haben bei personalrechtlichen Massnahmen keine aufschiebende Wirkung.
