1. Der Kanton bekennt sich zur Sozialpartnerschaft.
2. Sozialpartner sind die Regierung und die Verbände des Staatspersonals.
3. Die Regierung erlässt durch Verordnung ergänzende Bestimmungen über die Organisation der Sozialpartnerschaft.
