Art. 67 KV · Gesetzgebung

1. Der Kantonsrat erlässt ein Gesetz mit ausdrücklicher oder stillschweigender Zustimmung der Stimmberechtigten, wenn in allgemeiner Form insbesondere

a) Rechte und Pflichten von Privaten sowie von Kanton, Gemeinden und anderen öffentlich-rechtlichen Körperschaften festgelegt werden;

b) die Grundzüge von Organisation und Verfahren in Kanton, Gemeinden und anderen öffentlich-rechtlichen Körperschaften und Anstalten geordnet werden.
