1. Der Kantonsrat legt im Staatsvoranschlag abschliessend den Rahmen der zur Verfügung stehenden Leistungen nach Art. 3 Abs. 1 Bst. a, b, c und f dieses Gesetzes fest. Nicht darunter fallen Darlehensverluste, die auf Grund der Bundesgesetzgebung zu übernehmen sind.
2. An den Verlusten haben sich die Einwohnergemeinden entsprechend Art. 5 dieses Gesetzes zu beteiligen.
