1. Ist die Standortgemeinde nicht selbst Trägerin eines Vorhabens nach Art. 3 Abs. 1 Bst. a und b dieses Gesetzes, so hat sie eine Beteiligung von 20 Prozent der kantonalen Leistung zu erbringen. Auf die Beteiligung der Gemeinde werden von ihr gewährte Beiträge angerechnet.
2. Bei bedeutenden Projekten kann der Regierungsrat eine höhere Beteiligung der Gemeinde am Haftungsrisiko verlangen.
