[8] 1 Saisi d'une demande de soutien, l'OCD examine si la situation financière du requérant ou de la requérante permet d'envisager son complet désendettement.
2. Si le dossier n'est pas complet, l'OCD invite le débiteur ou la débitrice à le compléter avant de statuer, en lui conseillant au besoin de faire appel au soutien d'un organisme agréé.
3. Est réputé complet un dossier qui comprend toutes les informations et pièces requises permettant à l'OCD de vérifier que les conditions posées à l'octroi d'un arrangement de paiement, une remise de dette ou un prêt au sens du présent règlement sont remplies.
