1 Le secrétariat général du Grand Conseil (ci-après: secrétariat général) est l'état-major du Grand Conseil.

2. Il est directement rattaché au Grand Conseil.

3. Il est indépendant de l'administration.

4. Il a ses locaux au Château de Neuchâtel.
