[18] 1 Par la motion, le Grand Conseil peut enjoindre au Conseil d’Etat de lui adresser un rapport ou un projet.
2. Par la recommandation, le Grand Conseil peut inviter le Conseil d'Etat à prendre une mesure qui relève de la compétence législative de celui-ci. La proposition de recommandation doit être signée par dix-sept membres du Grand Conseil.
