Electoral Tourism and State Responsibility for Appeals to Unity
The court, in its response to the second question, acknowledged the Federal Council's competence under this article to review cantonal laws regarding the right to vote for residents in municipalities, but clarified that the oversight of the proper exercise of voting rights falls under cantonal governments and ultimately the Federal Court, not the Federal Council.
