1. Les personnes morales subventionnées par l'Etat doivent être gérées selon les principes de l'utilisation économe et efficace des fonds et peuvent être soumises aux normes appliquées dans l'administration cantonale en matière de gestion financière et administrative.
2. Elles sont tenues de faire réviser leurs comptes par un organe compétent extérieur à l'institution. Au besoin, le Conseil d'Etat peut exiger le recours à un organe de révision agréé par lui ou désigner l'Inspection des finances. Les dispositions de la loi sur les communes relatives à la surveillance demeurent réservées.
