1. Seules les personnes autorisées à exercer la profession d'avocat peuvent agir comme mandataires dans les affaires portées devant le Tribunal cantonal ou devant la Commission d'expropriation.
2. Toutefois, en matière d'assurances sociales et en matière fiscale, la représentation et l'assistance sont régies par l'article 13.
