Der Bundesrat regelt, unter welchen Voraussetzungen Zweckänderungen gewerblich genutzter Bauten und Anlagen zulässig sind, die vor dem 1. Januar 1980 erstellt wurden oder seither als Folge von Änderungen der Nutzungspläne zonenwidrig geworden sind.
