3. Auf Antrag hin kann in Härtefällen auf eine Rückerstattung ganz oder teilweise verzichtet werden.
4. Der Regierungsrat regelt durch Verordnung die Kriterien für das Vorliegen eines Härtefalls gemäss Absatz 3.
