1. Der Gesamtentscheid und die weiteren Verfügungen kantonaler Behörden können unabhängig von den geltend gemachten Einwänden einzig mit dem für das Leitverfahren massgeblichen Rechtsmittel angefochten werden.
2. Ist nach der Gesetzgebung gegen einen Teil des Gesamtentscheids der nach Absatz 1 zuständigen Verwaltungsjustizbehörde die Verwaltungsgerichtsbeschwerde zulässig, so kann gegen den Beschwerdeentscheid Verwaltungsgerichtsbeschwerde geführt werden, selbst wenn sie für das Leitverfahren nicht vorgesehen ist.
