1. Keiner Baubewilligung bedürfen insbesondere der Unterhalt von Bauten und Anlagen, für eine kurze Dauer erstellte Bauten und Anlagen sowie andere geringfügige Bauvorhaben. Im Übrigen bestimmt das Baubewilligungsdekret die baubewilligungsfreien Bauvorhaben.
2. Die Befreiung von der Baubewilligungspflicht entbindet nicht von der Einhaltung der anwendbaren Vorschriften und der Einholung anderer Bewilligungen.
3. Stören baubewilligungsfreie Bauten und Anlagen die öffentliche Ordnung (Art. 45 Abs. 2 Bst. c), ordnet die Baupolizeibehörde die erforderlichen baupolizeilichen Massnahmen an, insbesondere im Interesse der Sicherheit und Gesundheit sowie des Ortsbild-, Landschafts- oder Umweltschutzes.
