Art. 37 VerwVG · Berechtigung
1. Zur Ergreifung eines Rechtsmittels ist berechtigt
a) wer in der Sache besonders betroffen ist;
b) wer durch die angefochtene Verfügung berührt ist und ein schutzwürdiges Interesse an deren Aufhebung oder Änderung hat;
c) jede andere Person, Organisation oder Behörde, die das Bundesrecht oder das kantonale Recht zur Beschwerde ermächtigt;
d) jede in der entsprechenden Bezirks- oder Spezialgemeinde stimmberechtigte Person zur Stimmrechtsbeschwerde gemäss Art. 52.
