Acordam na 2.ª Secção do Tribunal Constitucional,

Notifique o recorrente para, no prazo de 10 dias, se pronunciar sobre a eventualidade de o Tribunal Constitucional não conhecer da questão de constitucionalidade, com fundamento na falta de coincidência entre a questão normativa (complexa) colocada pelo recorrente e o critério normativo efetivamente aplicado pelo tribunal a quo.
