The Constitutional Court revoked a summary decision and ordered the full continuation of proceedings regarding a road authority case. The Public Prosecutor argued the matter was not 'simple' under Article 78-A of the Administrative Procedure Law, while the opposing counsel conceded defeat in advance. The court ruled that the complexity of the issue precluded summary treatment, necessitating a comprehensive judicial review.
