The Tribunal Constitucional declined to hear the constitutional appeal because the appellant failed to submit all required elements mandated by the Organic Law. Although the court had invited the appellant to provide these missing details, the appellant remained silent, and the opposing party agreed with the relator's recommendation. Consequently, the court ruled that it would not take knowledge of the resource, resulting in the dismissal of the challenge.
