The Constitutional Tribunal decided not to examine the admissibility of the constitutional challenge due to its supervening unavailability. The applicant, Hospital D..., argued that specific articles in Decreto-Lei nº 192/94 violated constitutional provisions regarding administrative organization. The court ruled that since the challenged norms were no longer in force, the legal issue had become moot and the resource was useless.
