The Constitutional Court refused to declare the challenged legal provision unconstitutional, granting the appeal to reform the lower court's decision. The Ministry of Public Prosecution sought invalidation of Article 18 of Law 7/92 based on grounds established in a prior full bench ruling. The court decided against unconstitutionality, thereby overturning the previous judgment on the specific issue of constitutional validity.
