The Tribunal Constitucional granted the Public Prosecutor's appeal to reform a previous decision declaring a specific administrative fine provision unconstitutional. Although the court initially found the norm in question unconstitutional, it ultimately decided not to maintain that finding in the final judgment. Consequently, the challenged legal provision regarding fines remained in force, and the lower court's ruling was modified to align with this new constitutional assessment.
