The Constitutional Court declared specific administrative penalty laws unconstitutional for violating Article 29 of the Constitution. The Ministry of Public Prosecution challenged the Supreme Administrative Court's ruling that these laws could not apply to infractions previously classified as minor offenses. The court ruled that interpreting the laws to exclude new, more favorable regulations violated the principle of non-retroactivity and due process.
