The Constitutional Court declared specific articles of a Decree-Law unconstitutional for violating the principle that new laws must apply to past infractions. The Ministry of Public Prosecution challenged the application of a newer, more favorable law to offenses previously classified as minor violations. The court ruled that the old regulations could not block the application of a superior legal norm, thereby negating the prosecution's request for the case to proceed under the previous framework.
