The Constitutional Court declared specific articles of a Decree-Law unconstitutional for violating the principle that new laws must apply to past infractions. The Ministry of Public Prosecution challenged the law's retroactive effect, arguing it prevented the application of a newer, more favorable regulation. The Court ruled that such a restriction violates the constitutional mandate requiring the immediate application of new laws, thereby dismissing the appeal.
