The Constitutional Court declared specific articles of a Decree-Law unconstitutional for violating the principle that new laws apply even if they are more favorable to the offender. The Ministry of Public Prosecution argued that the old regime should block the application of the new, stricter law to certain infractions. The court ruled that such an interpretation violates the Constitution by preventing the automatic application of more favorable legislation.
