The Constitutional Court declared specific articles of a Decree-Law unconstitutional for violating the principle that new laws apply even if they are more favorable to the offender. The Ministry of Public Prosecution challenged the lower court's judgment, arguing the laws should block the application of newer regulations. The court ruled that such laws cannot impede the application of more favorable legislation, thereby invalidating the provisions in question.
