The Constitutional Court rejected the Public Prosecutor's appeal against a lower court ruling regarding the constitutionality of Article 162 of the Urban Planning Regulations. The court found that the maximum fine limit for intentional violations, set higher than the general regime for mere social order offenses, was not unconstitutional. Consequently, the court confirmed the original decision, upholding the specific fine cap despite the general principle of proportionality.
