The Constitutional Court decided not to examine the appeal filed by the applicant against the National Treasury and the Lisbon Social Security Regional Center. The applicant failed to raise the unconstitutionality of any legal norm during the original proceedings, instead attributing the defect to the contested decision. Consequently, the court ruled that the appeal lacks admissibility and ordered the applicant to bear the court costs.
