The Tribunal Constitucional declared Article 9(1) of Decree-Law 154/91 constitutional, rejecting the Public Ministry's challenge regarding public access to court records. The court reasoned that the restriction serves a legitimate aim of protecting judicial privacy and order, which outweighs the general principle of transparency. Consequently, the challenged decision was reformulated to uphold the validity of the statutory limitation.
