The Constitutional Court of Portugal denied the appeal against a judge's refusal to apply a specific administrative norm. The Ministry of Public Prosecution challenged the judge's decision, arguing the norm should have been applied despite its content. The court dismissed the appeal because it had already declared the same norm unconstitutional in a prior ruling with general binding force.
