The Constitutional Court denied the Public Prosecutor's appeal against a lower court's refusal to apply a specific administrative regulation. Although the lower court had rejected the regulation, the Constitutional Court had previously declared that same regulation unconstitutional in a separate ruling. Consequently, the court confirmed the lower court's decision by negating the appeal based on the prior declaration of unconstitutionality.
