The Constitutional Court denied the appeal filed by the Public Prosecutor against a lower court's refusal to apply a specific administrative regulation. Although the lower court had initially declined to enforce the norm, the Constitutional Court had previously declared that same norm unconstitutional in a separate decision. Consequently, the court confirmed the lower court's decision by refusing to apply the invalid regulation.
