The Constitutional Court maintained the suspensive effect of an opposition appeal filed against an administrative judgment. The Ministry of Agriculture and the Minister argued the appeal should not be treated as an ordinary appeal under Article 78(2) of the Constitutional Law. The Court rejected this, ruling that the appeal remains suspensive because it is governed by Article 103 of the Administrative Procedure Law.
