The explanatory report briefly outlines the project, presenting its main features and objectives.

In the case of a draft act, the proposed provisions are subject to detailed commentary.

The report includes explanations and, if the project requires it, addresses questions to the recipients, particularly regarding: a. the consequences in terms of human resources, organization, and finances for the Confederation, the cantons and the municipalities, as well as for other potential implementing bodies; b. the necessity to coordinate implementation planning with the different implementing bodies; c. the time required for implementation in the cantons and municipalities; d. the economic consequences.

In the case of a draft act that is presumed to have significant consequences for the implementing bodies or other recipients of the planned norms, the report includes explanations regarding the intended content for the ordinances to be enacted based on this act.

It succinctly presents the main quantitative data used and contains: a. information on their sources; b. information on how they were calculated or estimated; c. an assessment of their reliability.

Moreover, the guidelines governing the content and structure of the Federal Council's messages apply by analogy.

Der erläuternde Bericht gibt einen Überblick über die Vorlage und legt ihre Grundzüge und ihre Ziele dar.

Er erläutert bei Erlassentwürfen die einzelnen Bestimmungen.

Er enthält Ausführungen und wo nötig Fragen an die Adressaten, insbesondere: a. zu den personellen, organisatorischen und finanziellen Auswirkungen auf Bund, Kantone, Gemeinden und allfällige weitere Vollzugsträger; b. zur Notwendigkeit, die Umsetzung mit den Vollzugsträgern koordiniert zu planen; c. zum Zeitbedarf für die Umsetzung in den Kantonen und den Gemeinden; d. zu den wirtschaftlichen Auswirkungen.

Er enthält bei Erlassentwürfen, bei denen mit erheblichen Auswirkungen auf die Vollzugsträger und die weiteren Normadressaten zu rechnen ist, Ausführungen zum voraussichtlichen Inhalt der darauf gestützt zu erlassenden Verordnungen.

Er stellt die wichtigsten verwendeten quantitativen Angaben übersichtlich dar und enthält: a. Informationen über deren Quellen; b. Dans le cas d’un projet d’acte dont on peut présumer qu’il aura des conséquences importantes pour les organes d’exécution ou pour d’autres destinataires des normes prévues, le rapport contient des explications relatives au contenu envisagé pour les ordonnances à édicter sur la base de cet acte.

Il présente de manière synthétique les principales données quantitatives utilisées et contient: a. des informations sur leurs sources; b. des informations sur la manière dont elles ont été calculées ou estimées; c. une appréciation de leur fiabilité. {note: Introduit par le ch. Contiene spiegazioni e, se necessario, domande rivolte ai destinatari, riguardanti in particolare: a. le ripercussioni sul personale, sull’organizzazione e sulle finanze della Confederazione, dei Cantoni, dei Comuni e di eventuali altri organi preposti all’esecuzione; b. la necessità di pianificare l’attuazione in modo coordinato con gli organi preposti all’esecuzione; c. il tempo necessario per l’attuazione nei Cantoni e nei Comuni; d. le ripercussioni economiche.

Nel caso di progetti di atti normativi che verosimilmente avranno ripercussioni notevoli per gli organi preposti all’esecuzione e altri destinatari della norma, contiene spiegazioni relative al presumibile contenuto delle pertinenti ordinanze da emanare.

Presenta in modo strutturato i principali dati quantitativi utilizzati con informazioni concernenti: a. le loro fonti; b. le relative modalità di calcolo o stima; c. la valutazione della loro affidabilità. {note: Introdotto dal n.
