The number and position of officers working at federal Assay Offices shall be determined by the Federal Department of Finance. Specifically, the latter shall appoint the senior staff, in response to the proposal of the Directorate General of Customs, and appoint the official sworn assayers.

Cantonal Assay Offices must have a sufficient number of officers to ensure the prompt execution of the functions of the Office. The Central Office shall determine the required number of sworn assayers.

The sworn assayers working at the Assay Offices, whose duty is to conduct the official assaying and hallmarking of precious metal articles and ascertain the fineness of melt products, must hold a federal diploma as a sworn assayer.

Officers of cantonal Assay Offices are selected as prescribed by the cantons, communes or associations. Such selection requires the approval of the Federal Department of Finance.

The determination of the remuneration of officers of the cantonal Assay Offices is subject to approval by the Federal Department of Finance, as are the rules drawn up by the cantons, communes or associations on the sureties to be paid by the agencies of the Assay Offices they establish.

Die Zahl und die Amtsstellung der Beamten der eidgenössischen Kontrollämter wird durch das Eidgenössische Finanzdepartement bestimmt. Es bezeichnet insbesondere nach Antrag der Oberzolldirektion den leitenden Beamten und ernennt die amtlichen beeidigten Edelmetallprüfer.

Bei kantonalen Kontrollämtern muss die erforderliche Anzahl von Beamten vorhanden sein, damit die Funktionen des Amtes ohne Verzögerung durchgeführt werden können. Das Zentralamt bestimmt die nötige Anzahl der beeidigten Edelmetallprüfer.

Die beeidigten Edelmetallprüfer der Kontrollämter, denen die amtliche Prüfung und Stempelung der Edelmetallwaren und die Feingehaltsbestimmung der Schmelzprodukte obliegen, müssen ein eidgenössisches Diplom als beeidigten Edelmetallprüfer besitzen.

Die Wahl der Beamten kantonaler Kontrollämter erfolgt nach den Vorschriften der Kantone, der Gemeinden oder der Verbände. Sie bedarf der Genehmigung des Eidgenössischen Finanzdepartementes.

Die Festsetzung der Besoldungen der Beamten der kantonalen Kontrollämter unterliegt der Genehmigung durch das Eidgenössische Finanzdepartement, desgleichen die Vorschriften, die von den Kantonen, Gemeinden oder Verbänden über die von den Organen der von ihnen errichteten Kontrollämter zu leistenden Amtskautionen aufgestellt werden.

Les fonctionnaires des bureaux cantonaux de contrôle sont nommés conformément aux prescriptions du canton, des communes ou des associations intéressées. Ces nominations doivent être approuvées par le département.

Les traitements fixés pour le personnel des bureaux cantonaux de contrôle doivent être approuvés par le département de même les prescriptions que les cantons, communes ou associations édictent sur les cautions à fournir par les agents des bureaux qu’ils ont constitués.

Il numero e le funzioni degli agenti degli uffici federali di controllo sono determinati dal Dipartimento federale delle finanze, il quale designa, in particolare su proposta della Direzione generale delle dogane il funzionario dirigente e nomina i saggiatori ufficiali.

Gli uffici cantonali di controllo devono avere un numero di funzionari sufficiente affinché il servizio si compia senza ritardi. L’Ufficio centrale fissa il numero necessario di saggiatori.

I saggiatori degli uffici di controllo ai quali incombono il controllo e la marchiatura ufficiale dei lavori di metalli preziosi come pure la determinazione del titolo dei prodotti della fusione devono possedere il diploma federale di saggiatore.

I funzionari degli uffici cantonali di controllo sono nominati conformemente alle prescrizioni del Cantone, dei Comuni o delle associazioni interessate. Queste nomine devono essere approvate dal Dipartimento federale delle finanze.

Gli stipendi fissati per il personale degli uffici cantonali di controllo devono essere approvati dal Dipartimento federale delle finanze; altrettanto dicasi delle prescrizioni che i Cantoni, Comuni o associazioni emanano sulle cauzioni da prestare dagli agenti degli uffici ch’essi hanno costituito.
