A sports facility is considered of national importance when: a. it is established, on well-founded grounds, that it meets the need of one or more national sports federations organizing sports activities of national significance, and this need is documented; b. the concerned sports federations have no other viable option to organize sports activities of national significance; c. it is sufficient to satisfy the objectives of the concerned federations; d. it complies with the regulations of the concerned national and international federations and provides, for the intended use, sufficient ancillary facilities at an acceptable distance, including accommodation and dining; e. it meets, as a facility of national importance intended for competition, all the requirements necessary for organizing international competitions, in accordance with the prescriptions of national and international sports federations, including hosting spectators; f. it is served by efficient public transportation; g. it is used according to its purpose, with significant importance given to the urban and ecological planning of the public space, and that all areas remain, in terms of their layout and maintenance, as close as possible to nature, insofar as this is compatible with the sporting use; h. it meets, whether it is a new construction or a renovated facility, the latest standards in both building technology and energy and water consumption, with great attention given to functional and architectural quality and the cost-effectiveness of construction methods; i. the legal requirements for the protection of nature and landscapes are respected, and the objectives of the "Swiss Landscape Concept" are taken into account, particularly: 1. minimizing the damage and burdens resulting from the construction and operation of the facility and repairing as much as possible those that remain, according to the principle of causality, 2. encouraging facility users to adopt behavior that respects nature and the landscape, 3. avoiding the mechanical servicing of highly valuable landscapes; and when j. the specific needs of disabled persons are considered in accordance with the current legal provisions.

Einer Sportanlage kommt nationale Bedeutung zu, wenn: a. sie nachweislich dem Bedürfnis eines oder mehrerer nationaler Sportverbände, die Sportaktivitäten von nationaler Bedeutung durchführen, entspricht und dieses Bedürfnis dokumentiert ist; b. keine brauchbaren Alternativen für die Durchführung der Sportaktivitäten von nationaler Bedeutung der betreffenden Verbände existieren; c. sie für die Zwecke der betreffenden nationalen Sportverbände ausreichend ist; d. sie den Reglementen der betreffenden nationalen und internationalen Sportverbände entspricht und sie über ein genügendes Nebenraum-Angebot für die vorgesehene Nutzung innerhalb zumutbarer Entfernung, einschliesslich Unterkunfts- und Verpflegungsmöglichkeiten, verfügt; e. sie als Wettkampfanlage von nationaler Bedeutung alle Anforderungen für die Durchführung internationaler Wettkämpfe gemäss den einschlägigen Vorschriften der nationalen und internationalen Sportverbände erfüllt, namentlich auch im Bereich der Zuschauerinfrastruktur; f. sie durch leistungsfähige öffentliche Verkehrsmittel erschlossen ist; g. sie zweckmässig genutzt, der städtebaulichen und ökologischen Gestaltung des öffentlichen Raums grosse Beachtung geschenkt wird und alle Flächen naturnah gestaltet und gepflegt werden, sofern dies mit ihrer Sportfunktion vereinbar ist; h. bei Neuanlagen und Sanierungen bautechnisch sowie bezüglich Energie- und Wasserverbrauch den neuesten technischen Standards entsprochen und auf eine funktionale, architektonisch gute und kostengünstige Bauweise Wert gelegt wird; i. die Vorschriften über den Natur- und Landschaftsschutz eingehalten und die Ziele des «Landschaftskonzeptes Schweiz» berücksichtigt werden, namentlich wenn: 1. Schäden und Belastungen, die aus dem Bau und Betrieb der Anlage entstehen, minimiert und unvermeidbare Schäden und Belastungen soweit möglich nach dem Verursacherprinzip behoben werden, 2. die Nutzerinnen und Nutzer der Anlagen zu einem möglichst natur- und landschaftsschonenden Verhalten angeregt werden, 3. die mechanische Erschliessung besonders wertvoller Landschaften vermieden wird; und j. die Anliegen von Menschen mit einer Behinderung in Übereinstimmung mit den geltenden gesetzlichen Bestimmungen berücksichtigt werden.

Une installation sportive est dite d’importance nationale quand: a. il est établi, sur des bases fondées, qu’elle répond au besoin d’une ou de plusieurs fédérations sportives nationales organisatrices d’activités sportives d’importance nationale et que ce besoin est documenté; b. les fédérations sportives concernées ne disposent pas d’autre solution viable pour organiser des activités sportives d’importance nationale; c. elle suffit à satisfaire aux objectifs des fédérations concernées; d. elle est conforme aux règlements des fédérations nationales et internationales concernées et offre, pour l’utilisation prévue, suffisamment de locaux annexes à une distance acceptable, y compris pour l’hébergement et la restauration; e. elle remplit, en tant qu’installation d’importance nationale destinée à la compétition, toutes les exigences requises pour l’organisation de compétitions internationales, conformément aux prescriptions des fédérations sportives nationales et internationales, y compris en ce qui concerne l’accueil des spectateurs; f. elle est desservie par des transports publics performants; g. elle est utilisée conformément à son but, qu’une grande importance est accordée à l’aménagement urbanistique et écologique de l’espace public et que toutes les surfaces restent, du point de vue tant de leur aménagement que de leur entretien, aussi proches que possible de la nature pour autant que cela soit compatible avec l’utilisation sportive qui en est faite; h. elle satisfait, qu’il s’agisse d’une nouvelle construction ou d’une installation assainie, aux standards les plus récents, aussi bien en matière de technique de construction que de consommation d’énergie et d’eau, et qu’une grande attention est accordée à la qualité fonctionnelle et architecturale et au caractère financièrement avantageux des procédés de construction; i. les prescriptions légales en matière de protection de la nature et des paysages sont respectées et les buts de la «Conception Paysage Suisse» pris en compte, notamment: 1. minimiser les dégradations et les charges résultant de la construction et de l’exploitation de l’installation et réparer autant que possible celles qui subsistent, selon le principe de causalité, 2. encourager les usagers de l’installation à adopter un comportement respectueux de la nature et du paysage, 3. éviter la desserte mécanique de paysages d’une grande valeur; et quand j. il est tenu compte des besoins spécifiques des personnes handicapées conformément aux dispositions légales en vigueur.

A un impianto sportivo è attribuita importanza nazionale se: a. è comprovato che esso risponde ai bisogni di una o più federazioni sportive per lo svolgimento di attività sportive di importanza nazionale e tali bisogni sono documentati; b. non ci sono alternative valide per lo svolgimento di attività sportive di importanza nazionale delle federazioni interessate; c. è sufficiente per gli scopi delle federazioni sportive nazionali interessate; d. è conforme ai regolamenti delle federazioni sportive nazionali ed internazionali interessate e dispone, per l’utilizzazione prevista, di un numero sufficiente di locali accessori inclusi quelli per l’alloggio e il vitto, a una ragionevole distanza; e. in quanto impianto di competizione di importanza nazionale soddisfa tutti i requisiti per lo svolgimento di competizioni internazionali come previsto dalle corrispondenti direttive delle federazioni sportive nazionali ed internazionali, segnatamente nel settore delle infrastrutture per gli spettatori; f. è collegato con una rete di trasporti pubblici adeguata; g. è utilizzato conformemente allo scopo, sono tenuti in grande considerazione gli aspetti urbanistici ed ecologici degli spazi pubblici e tutti gli spazi sono realizzati e curati lasciandoli per quanto possibile al naturale, nei limiti in cui ciò è compatibile con la sua destinazione a impianto sportivo; h. nelle nuove costruzioni e nei risanamenti sono rispettati gli standard più avanzati dal punto di vista edile e dei consumi di energia e risorse ed è attribuita importanza ad un modo di costruire funzionale, architettonicamente valido ed economico; i. sono rispettate le disposizioni sulla protezione della natura e del paesaggio e si tengono in considerazione gli obiettivi perseguiti dalla Concezione Paesaggio svizzero segnatamente se: 1. sono minimizzati i danni e gli inquinamenti derivanti dalla costruzione e dalla gestione dell’impianto ed eliminati, nei limiti del possibile, i danni e gli inquinamenti inevitabili, per quanto possibile secondo il principio di causalità, 2. gli utenti degli impianti sono stimolati ad un comportamento per quanto possibile rispettoso della natura e del paesaggio, 3. è evitato l’allacciamento meccanico di paesaggi di particolare pregio; j. sono considerate le esigenze delle persone disabili in conformità con le disposizioni legali vigenti.
