At stages of marketing other than retail sale, a declaration of conformity must accompany the layers of packaging inks as part of the materials and articles, the packaging inks themselves, as well as the substances intended for the manufacture of packaging inks.

The declaration of conformity is prepared by the responsible person and contains the information specified in Annex 15.
