The Confederation may use the services of private specialist organisations that are nationally active in the field of cycling for the following tasks: a. advising the cantons, the communes and third parties; b. drawing up guidelines for cantons, communes and third parties; c. providing the public with information.

It may provide financial assistance to private specialist organisations for their activities under paragraph 1. It shall enter into public law contracts with them for this purpose.

In order to be eligible for financial assistance, private specialist organisations must: a. be active nationally in the field of cycling; and b. have been pursuing non-profit objectives in relation to cycling for at least three years in accordance with their articles of association; any commercial activities must serve the achievement of the non-profit objectives.

Der Bund kann für folgende Aufgaben private Fachorganisationen beiziehen, die im Bereich des Veloverkehrs gesamtschweizerisch tätig sind: a. Beratung der Kantone, der Gemeinden und Dritter; b. Bereitstellung von Grundlagen für Kantone, Gemeinden und Dritte; c. Information der Öffentlichkeit.

Er kann privaten Fachorganisationen für ihre Tätigkeiten nach Absatz 1 Finanzhilfen ausrichten. Er schliesst dazu öffentlich-rechtliche Verträge mit ihnen ab.

Beitragsberechtigt sind private Fachorganisationen, die: a. im Bereich des Veloverkehrs gesamtschweizerisch tätig sind; und b. gemäss ihren Statuten seit mindestens drei Jahren ideelle Zwecke im Bereich des Veloverkehrs verfolgen; allfällige wirtschaftliche Tätigkeiten müssen der Erreichung der ideellen Zwecke dienen.

La Confédération peut faire appel à des organisations privées spécialisées qui sont actives au niveau national dans le domaine du trafic cycliste pour l’accomplissement des tâches suivantes: a. conseiller les cantons, les communes et les tiers; b. fournir des bases décisionnelles pour les cantons, les communes et les tiers; c. informer le public.

Elle peut allouer des aides financières à des organisations privées spécialisées pour les tâches visées à l’al. 1. Elle conclut à cette fin des contrats de droit public avec elles.

Les organisations privées spécialisées qui remplissent les conditions suivantes ont droit aux aides: a. elles sont actives au niveau national dans le domaine du trafic cycliste; b. elles poursuivent, conformément à leurs statuts, un but non lucratif dans le domaine du trafic cycliste depuis au moins 3 ans; si elles exercent des activités à but lucratif, celles-ci doivent servir le but non lucratif.

La Confederazione può ricorrere a organizzazioni private specializzate attive nel settore della mobilità ciclistica a livello nazionale per i seguenti compiti: a. consulenza ai Cantoni, ai Comuni e a terzi; b. messa a disposizione di documentazione per i Cantoni, i Comuni e terzi; c. informazione del pubblico.

Essa può concedere aiuti finanziari alle organizzazioni private specializzate per le attività di cui al capoverso 1. A tale scopo stipula con esse contratti di diritto pubblico.

Hanno diritto ad aiuti finanziari le organizzazioni private specializzate che: a. operano nel settore della mobilità ciclistica a livello nazionale; e b. per statuto perseguono da almeno tre anni scopi ideali in materia di mobilità ciclistica; eventuali attività economiche devono servire a raggiungere tali scopi ideali.
